DUTIES:(The duties described reflect the full performance level of this position)

  • This position is located in a Country Desk Unit of the operations division of the Inter-American and the Pacific (IAP) Regional Office. The Country Desk Unit serves as the Peace Corps/Washington representative of overseas staff, trainees, and volunteers. The Country Desk Assistant (CDA) provides administrative coordination, operational support, and program assistance as part of a country desk unit managing support for a number of countries in a sub-region of IAP.
  • The employee will receive unique exposure to theories and practices of sustainable international development not available for an entry-level position at most organizations. The employee performs analysis on programming, training, and budgetary documents from the overseas posts and presents the information to various stakeholders at Peace Corps headquarters. The employee is often regarded as a subject-matter expert when advocating for the assigned overseas posts. This position will provide a solid foundation for having a thorough understanding of a specific geographic region of the world. The work performed is dynamic and presents new challenges daily.
  • The CDA position with the Caribbean desk unit will assist the Country Desk Officer (CDO) with day-to-day management and administration of all activities affecting Peace Corps programs in Belize, Dominican Republic, the Eastern Caribbean, Jamaica and Panama. Some of the support work will involve handling issues of political instability, transportation and communications challenges, isolation of the staff and Volunteers, and natural disasters.
  • Successful candidates are required to possess ability for multi tasking on detail-oriented tasks as this position focuses on tracking multiple issues concurrently for the overseas posts supported. One key element of supporting the overseas posts is to advocate for the needs and requests of the posts. DUTIES:

  • This position is located at the U.S. Agency for International Development (USAID), Bureau for Management, Office of Acquisition and Assistance (M/OAA). The incumbent serves as a principal authority for the management and administration of USAID's procurement program, which encompasses a wide variety of complex and high value contracts and grants in support of USAID's programs. Global Health Fellows Program - Technical Advisor II: Cultural Anthropologist - Technical Leadership and Research Division, Office of HIV/AIDS, Bureau for Global Health Bureau, United States Agency for International Development - Washington, DC - GHFP-08-103
  • The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International and Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID). GHFP’s goal is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health.
  • INTRODUCTION:
  • USAID has been, and continues to be, at the forefront of the US Government (USG) response in the fight against the HIV/AIDS pandemic, funding over $6 billion since inception of its international HIV/AIDS program in 1986 with HIV/AIDS programs in nearly 100 countries worldwide. The Agency is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment ever by any nation for an international health initiative dedicated to a single disease – a five-year, $15 billion multifaceted approach to combating the disease in more than 120 countries around the world.
  • The Cultural Anthropologist will assist USAID and USG field teams and other operational units, host country governments and implementing partners in the design and implementation of culturally-appropriate HIV/AIDS programs. The incumbent will focus particular attention on addressing cultural beliefs and practices relating to risky sexual practices and to inappropriate health-seeking behaviors in generalized epidemic contexts in Africa. The Advisor will analyze the data and research on social norms, cultural belief systems and practices and apply anthropological approaches, perspectives and tools to the development of strategies and programs to reduce HIV/AIDS transmission and increase uptake of HIV/AIDS services.
  • Programmatic guidance for this position will be provided by the Chief of the Technical Leadership and Research (TLR) Division in USAID’s Office of HIV/AIDS (OHA). The Cultural Anthropologist will also work within a multidisciplinary team including other USAID/OHA staff working on prevention and other HIV/AIDS services, and relevant interagency USG Technical Working Groups (TWGs) which provide leadership within PEPFAR.
  • ROLES AND RESPONSIBILITIES:
  • The Cultural Anthropologist will:
  • A. Advance understanding of socio-cultural perspectives relevant to HIV/AIDS within USAID/USG PEPFAR.
  • Maintain knowledge of qualitative, formative and ethnographic literature relating to HIV/AIDS, with particular attention to cultural practices and belief systems in the areas of sexuality, marriage, fertility, gender roles and expectations, disease and healing, and health-seeking behaviors.
  • Analyze, synthesize and disseminate key findings from the qualitative and ethnographic literature relevant to HIV/AIDS.
  • Prepare and deliver presentations, reference materials, speeches, reports and other documents on cultural perspectives relating to HIV/AIDS as required.
  • B. Lead the application of cultural perspectives and social science knowledge and methods, including ethnography, to USAID/USG HIV/AIDS strategies and programs.
  • Ensure that cultural perspectives are adequately incorporated in headquarters, regional and country-specific strategic planning processes, and that the USG strategic approach and program guidance adequately addresses cultural practices and barriers.
  • Advise USAID/OHA and USG country teams on the design and implementation of formative and qualitative assessment to guide the development and refinement of HIV/AIDS interventions, including identifying appropriate data collection methods.
  • Proactively identify and recommend new and enhanced programmatic approaches to address social, cultural and structural barriers to increasing uptake of HIV/AIDS services. In particular, advise on innovative strategies and messages that resonate culturally to diminish stigma and discrimination and to reduce deeply rooted sexual risk behaviors, especially concurrent sexual partnerships and informal transactional sex.
  • Provide ongoing technical assistance, training and consultation on the development and implementation of culturally-appropriate programs to OHA, PEPFAR country teams and implementing partners. Advise on how to strengthen attention to cultural perspectives, social relationships and social/cultural cohesion within HIV prevention and other programs and on methods to evaluate the impact of these programs on cultural practices and beliefs.
  • C. Function as a key member of USAID/OHA team.
  • Contribute capabilities to promote the success and activities of the larger TLR and OHA teams.
  • Participate in and contribute to activities undertaken by the relevant PEPFAR interagency TWGs, especially the TWG for General Population and Youth HIV Prevention.

  • REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
  • Master’s or doctoral degree in anthropology, sociology or equivalent social science training, preferably with expertise relating to sexual practices and/or health-seeking behaviors.
  • Minimum five years’ professional experience working on application of behavior-based social sciences to international health issues, preferably including HIV/AIDS, with two years’ experience in international or resource poor settings.
  • Background in and knowledge of ethnographic literature and cultures of Southern Africa and familiarity with contemporary African societies.
  • Experience in the application of qualitative methods including ethnography, in-depth interviews, and focus groups.
  • Demonstrated understanding of anthropological approaches and perspectives in HIV/AIDS programming and research, including social, cultural and ethical challenges to HIV/AIDS prevention, care and treatment.
  • Ability to analyze HIV-related data and to apply relevant ethnographic and cultural knowledge to the development of strategic HIV responses in low resource settings.

  • Summary This is a qualitative research role under direction of senior staff at the American Board of Pediatrics and the Executive Director of the Alliance for Pediatric Quality.   • The Lead Partner, Practical Ethnographics reports to the Managing Partner and bears primary responsibility for applying the appropriate mindsets, tools and methodologies to identify and address key unmet needs among those we serve. Accordingly, there are three primary areas of responsibility:
  • Lead the understanding and application of appropriate mindsets and ethnographic methods to the work of the TD team;
    Lead the identification of new healthcare products or services which would better meet the health-related needs of key customer segments;
    Serve as a key member of the TD team, contributing capabilities and capacity as needed to promulgate the activities and success of the team and its members.

    Mentor staff in developing evaluation skills needed to serve clients.
    Required Qualifications: An advanced degree (PhD, Dr.P.H. or MD/MPH) and at least 10 years experience in conducting program evaluations for government sector clients.
    At least three years experience working in government contracting with one or more HHS agencies around programs and/or program evaluation and/or policy development.
    At least three years experience in research management including monitoring and control of schedule and budget.
    Evidence of strong evaluation skills with an understanding of both quantitative and qualitative methods and mixed methods in evaluation.
    Solid record of peer-reviewed publications and presentations at national meetings.
    Excellent oral and written communication skills and ability to work well in teams.
    Preferred Qualifications: Experience in conducting program evaluations for the Centers for Disease Control and Prevention (CDC), the Agency for Healthcare Research and Quality (AHRQ) or the Health Resources Services Administration (HRSA).

  • Major Responsibilities:

  • Minimum Qualifications:
    • PhD in social sciences or related fields. Alternately a master's degree in public health, epidemiology, social sciences or related field with 5 years experience conducting research (formative research, monitoring and evaluation) in health preferably HIV/AIDS.
    • 2 years of proven experience working on HIV or health related issues
    • 2 years of experience working with Asian & Pacific Islanders or other communities of color
